Documents released under the Freedom of Information Act 1982 (FA 25/10/00198 and FA-25/11/00658) record a departmental minute of 25 May 2025 establishing a tiered prioritisation model for Skilled Independent invitation rounds.
Occupations are grouped into four tiers with ceiling multipliers from 4.0% down to 0.5% of workforce stock, the framework against which the 2025-26 round outcomes can now be read.
The material is released internal policy, not legislation, and tier composition is expressly subject to adjustment under Ministerial Directions.
What it means
- Your occupation’s tier can matter before your points score does: it sets the ceiling on how many invitations that occupation can receive in a round.
- Tier composition is expressly subject to adjustment under Ministerial Directions, so it should be re-checked each program year.
